History
During the final year of his long career in law enforcement, Roger Mason completed his dissertation field work, interviewing 48 different police departments about their emergency management practices. It would become the beginning of another calling just as valuable, just as challenging, with requests coming from various cities for his emergency management expertise. In response LECMgt was formed by partners Barbara and Roger Mason. Now, almost 15 years later, the business has grown from two people to a staff of a dozen full, part-time and contract experts. More important, LECMgt has become one of the industry’s most trusted resources, conducting threat assessments, writing emergency plans, designing simulations and games, facilitating exercises and providing training to wide-ranging entities concerned with public safety and emergency planning. In the past 10 years alone, LECMgt has designed over 50 exercises and simulations and published a commercial war game. LECMgt strives to build on that history of helping to protect the groups and communities that we serve. Barbara Mason is a former award-winning educator who holds a degree from Masters College. She has worked extensively with local groups and organizations involved with women’s ministries. A member of the American Business Women’s Association, she is committed to developing leadership and personal growth in women.
Dr. Roger Mason is a highly sought after expert in the field of emergency response analysis and training. In addition to more than 30 years of law enforcement experience, he holds a Masters in Public Administration from California State University Northridge and a Ph.D. in Applied Management and Decision Sciences from Walden University. Dr. Mason has served as a consultant for the Center for Naval Analysis in Alexandria, Virginia. He retired as a Chief Master Sergeant with Air National Guard after 37 years of service and was one of three enlisted program managers at the National Guard Bureau. He served one deployment to the Persian Gulf, including Iraq. As the co-founder of LECMgt and a recognized authority on crisis management, emergency planning and critical incident response, Dr. Mason speaks to local government groups, universities, corporations, military and law enforcement organizations throughout the country, and his articles and theories have appeared in numerous publications worldwide.

Robert Jacobs is a skilled expert in the field of emergency response and preparedness, incident command and training. With over 30 years of law enforcement experience, he served as Acting Chief of Police and retired as a Lieutenant. He had been responsible for the patrol, investigations and administrative divisions. Robert has extensive experience as a trainer in the National Incident Management System (NIMS). He also served as Chairman of Los Angeles County Area C Cities’ Disaster Management Area Coordinators (DMAC). Robert holds a Bachelor of Science in Occupational Studies and a Master of Science in Emergency Management from California State University at Long Beach. Robert is a member of the FBI’s Law Enforcement Executive Development Association (LEEDA) and the International Association of Emergency Managers (IAEM).
Joseph Miranda is currently the editor-in-chief of Modern War magazine. Modern War covers contemporary and near future military affairs, and includes a wargame in each issue. Joseph has designed over 200 published wargames, and has been on the design team for several computer simulations. Designs have included various historical, hypothetical and near future topics, with current work in netcentric and cyberwar operations for the commercial market and various Defense-related agencies. He is a former editor of Strategy & Tactics magazine, and has been a featured speaker at various professional simulations conferences, such as Connections. Joseph is a former US Army Captain, was an instructor at the John F. Kennedy special Warfare Center at Fort Bragg, North Carolina and has also developed and taught university courses in counter-terrorism.
Gretchen Green has been an analyst with LECMgt for over 2 years. She assists with the assembly and editing of Emergency Operations and Multi-Hazard Mitigation Plans. She received her bachelor’s degree in History from the University of Cincinnati, in December 2013. For her senior project, she archived previously unpublished film taken on the front lines of the Korean War. She is a certified Emergency Medical Technician and has used her skills as a lifeguard for the city of Santa Clarita.
Carol Claflin has worked with LECMgt since 2011. She began as an analyst assisting with research and editing for Emergency Operations and Multi-Hazard Mitigation Plans. She continues to work as an analyst and also manages client outreach, marketing, development and PR. As a part of her responsibilities, she manages the blog and website, both contributing and editing articles focused on meeting client needs. In 2013, Carol traveled with LECMgt to Israel and assisted in the on-site audit and development of an Emergency Operations Plan for the extension campus of an American school campus.
LECMgt maintains a headquarters office in Los Angeles’ San Fernando Valley. The location is minutes away from major industrial areas, scientific communities, the Hollywood entertainment complex and Silicon Beach. Nearby international and domestic airports provide LECMgt staff members with quick, easy access to all parts of the United States and the world. We also work remotely, at our clients’ convenience, and our contract team members operate out of their own strategically placed offices. As such, we are able to provide our services to the widest possible mix of clientele in all geographic locations.
