GRAND RAPIDS, MI – More than $60,000 of volunteer labor is included among the city’s April 2013 flood expenses eligible for reimbursement by the federal government. Hundreds of volunteers turned out during the flood to fill sand bags as the Grand River approached a record crest. The Federal Emergency Management Agency is paying Grand Rapids $12.57 per hour for that labor.
